For me yes, because the assessment is aligned to the learning objectives and achieved by the students.



 2.       Why do you have to study the teacher’s learning objectives prior to developing an assessment tool?

Because  learning objectives are the basis if the learners meet the required criteria. It is a procedure that is necessary to develop proper learning process. It is the guide for teachers to improve instruction.
